This Draft National technical regulation stipulates the testing methods, technical safety and environmental protection requirement for motor vehicles, trailers and semi-trailers participating in road traffic.

This Draft National technical regulation applies to agencies, organizations and individuals involved in inspection of technical safety and environmental protection for motor vehicles, trailers, and semi-trailers participating in road traffic. This Draft National technical regulation does not apply to agencies, organizations and individuals involved in inspection of technical safety and environmental protection for military motor vehicles, trailers, and semi-trailers used for national defense and security purposes (except for vehicles used for economic activities registered and issued license plates by the Ministry of Public Security).
