The Regulation lays down the technical requirements for accessibility of the sea beaches determined underArticle 7a of the Act on the Spatial Development of the Black Sea Coast (ASDBSC).

Draft Regulation supplementing Regulation No RD-02-20-2 of 2021 laying down the requirements foraccessibility and universal design of the elements of the accessible environment in urban areas and of thebuildings and facilities (Regulation No RD-02-20-2 of 2021)

The draft proposes to supplement the title of Regulation No RD-02-20-2 of 2021 in order to comply with theprovision of Article 7b of the ASDBSC, which substantially extends its scope.

Based on the characteristics of an ‘accessible sea beach for persons with disabilities’ within the meaning of §1(10) of the Additional Provisions of the ASDBSC, the draft Regulation supplementing Regulation No. RD-02-20-2 of 2021 specifies the technical requirements for:
- accessible entrance to the accessible sea beach and its marking;
- accessible walking routes on the accessible sea beaches;
- access to the sea water for persons with disabilities by offering services to provide equipment (beachwheelchairs and/or beach crutches) to move on the sand and in the water (assisted bathing or swimming) thatallow persons with disabilities to move steadily on the sand and in the water;
- accessible beach shade area with beach pavement;
- the provision of an accessible shower, an accessible toilet and an accessible changing room;
- access to the sports and recreational facilities provided on the beach;
- accessible mobile establishments and accessible fast food restaurants located on the beachfront;
- vending machines providing services on accessible sea beaches or their adjacent areas (ticket vendingmachines, ATMs, parking pay machines, etc.).
In accordance with a reasoned proposal by the Minister for Tourism, it is proposed that the Regulationsupplementing Regulation No RD-02-20-2 of 2021 shall enter into force on January 1, 2026. The rationale forenactment of the Regulation on January 1, 2026 are both the time necessary for the preparation and adoptionof the acts required by the Act amending and supplementing the ASDBSC (promulgated in SG issue No. 39 of2024) and the time necessary to set up the organisation for the subsequent alignment of the accessible seabeaches with the requirements of the legislation.
