Draft Regulation of the Minister for the Interior and Administration on the electronic identity card layer

The draft regulation implements the statutory authorization contained in Article 12j of the Act of 6 August2010 on identity cards (Journal of Laws 2022, items 671; and of 2023, items 1234 and 1941). The draft aims toadapt the provisions to Regulation (EU) 2019/1157 of the European Parliament and of the Council of 20 June2019 on strengthening the security of identity cards of Union citizens and of residence documents issued toUnion citizens and their family members exercising their right of free movement (OJ L 188, 12.7.2019, p. 67).

The draft regulation envisages solutions which ensure the safe functioning of identity cards, protect theinterests of identity card holders and which take into account the need to ensure the safety of legaltransactions.
