The draft concerns tobacco substitutes. A tobacco substitute is a product containing nicotine that:

is not a tobacco product, an electronic cigarette or authorised medicinal product.

Draft Order on nicotine content limits in tobacco substitutes.

The Order sets nicotine content limits in tobacco substitutes. The amendment follows notification 2024/326/DK, in which Denmark has notified a draft Act providing authorisation to lay down the nicotine limits.

The Order calls for a a nicotine content limit in nicotine bags of 9.0 mg per bag. There is currently no nicotinecontent limit in other tobacco substitutes.
