The proposal concerns the road construction sector, more specifically the requirements for the quality of construction of a road for public use. This draft concerns more specifically the production of asphalt mixturesand the use of test materials (lignine, glass, plastic) in its production.

3 August 2015 Amendment of Regulation No 101 of the Minister for Economic Affairs and Infrastructure,‘Quality requirements for road construction’

The draft has been prepared to amend Regulation No 101 of the Minister for Economic Affairs andInfrastructure of 3 August 2015 “Quality requirements for road construction” in order to eliminate the specificengineering provisions contained in the Regulation, which are laid down in the relevant standards, and to alignthe Regulation with technology and methods and techniques used in the field of road construction anddevelopments in road construction in order to enable greater environmental and energy savings in the roadconstruction sector. The Regulation excludes some of the topics organised by other normative documents, inparticular by standards.

The implementation of the Regulation will have a positive impact on the living and natural environment, as thechanges make it possible to use modern and greener road construction materials and to apply low-carbontechnologies. Changes will, where possible, discourage the removal and replacement of materials, as this hasa higher environmental burden than the improvement of materials on the site. Allowing the use of wider options(e.g. road coating) can extend the lifespan of the road. The use of warm asphalt mixtures in addition to hotasphalt mixtures will be allowed. The production technology for warm asphalt blends is less energy intensiveand is therefore less carbon-intensive. In addition, the production of warm asphalt blends uses moreenvironmentally friendly raw materials.
