The new regulations consist of: 1 contains general provisions. 2 contains technical performance requirements for the construction of new buildings. 3 contains requirements for the alteration of buildings.

The proposed regulations specify the technical performance requirements that buildings must be designed and constructed in such a way that during use or operation it does not entail an unacceptable risk of accidents. The proposed regulations specify the technical property requirement in ch. 3. Section 10 of the Planning and Building Ordinance (2011:338), PBO.
