Amendment of the General Rules on Blasting Safety

Regulation of civil explosion activities

Decree No …/... (of date) of the Supervisory Authority for Regulatory Affairs (SZTFH) amending SZTFH Decree No 27/2022 of 31 January 2022 on the General Rules of Blasting Safety

The draft of the SZTFH Decree contains new concepts that have not yet been defined, such as blasting-proof design, explosives or blasting agents, venting failures; and the definitions of standard charges andblasting explosives have been clarified.

The draft amends the personal requirements for persons performing civil explosion activities and for personswho may be assigned the task to manage and supervise the distribution of explosives, i.e. in particular theblasting technical manager and the blaster.
On the basis of the draft, blasting technical managers’ and blasters’ licences are issued for an indefinite period,subject to the successful completion of a preparatory course and examination.
The draft specifies who is responsible for the performance and fulfilment of the tasks and obligations set out ineach chapter (e.g. those relating to the manufacture of explosives), unless otherwise specified in the Decree,and the draft also specifies the persons in charge for situations which have not been clearly regulated so far.
It also serves to ensure compliance with the rules laid down in Decree No 54/2014 of 5 December 2014 of theMinistry of the Interior on the National Fire Protection Code.
The draft also lays down amendments to the construction and safety requirements for buildings and premisesclassified as ‘RV’, for the use of new blasting technology (electronically programmable detonators), the designand planning of blasting operations, the destruction of products that are not functioning properly or where theexpiry date has passed, as well as amendments to the requirements on the storage of blasting explosives.
The draft also contains a large number of codification and grammar-based clarifications.
