Digital terrestrial television reception equipment
Royal Decree approving the National Technical Plan for Digital Terrestrial Television and regulating certainmeasures to promote the technological evolution of digital terrestrial television.
The draft consists of a preamble, ten articles, five additional provisions, six transitional provisions, onerepealing provision, and three final provisions.
It also approves the National Technical Plan for Digital Terrestrial Television, which consists of five articles andthree annexes.
Article 1 approves the National Technical Plan for Digital Terrestrial Television. The digital terrestrial television(DTT) service will be provided in the 470 to 694 MHz frequency band (radio channels 21 to 48).
Article 2 regulates the use of state and regional coverage digital multiplexes provided for in the technical plan.
Article 3 establishes that the plan includes the radio channels on which the eight state or regional coveragedigital multiplexes (RGE1, RGE2, MPE1, MPE2, MPE3, MPE4, MPE5 and MAUT) will be operated, in each ofthe geographical areas set out in the plan.
Article 4 determines the number of television channels in each digital multiplex so that each of them, whateverits scope of coverage, has the capacity to integrate four television channels, in high definition in the case ofdigital multiplexes with transmission technology in accordance with the European TelecommunicationsStandard EN 300 744 (DVB-T), and in ultra-high definition in the case of digital multiplexes with transmissiontechnology in accordance with the European Telecommunications Standard EN 302 755 (DVB-T2).
Article 5 provides that the technological evolution from DTT to signal transmission technology according to theEuropean Telecommunications Standard EN 302 755 (DVB-T2) will be carried out in two phases.
Article 6 establishes the distribution of the digital multiplexes and the actions to be carried out in phase 1, andestablishes that a quarter of the spare capacity in the digital multiple MPE5 will be awarded through the call fortender for granting a license to provide the television audiovisual communication service at state level with HDresolution, in accordance with the provisions of Article 26 of Law 13/2022 of 7 July 2022 on GeneralAudiovisual Communication.
Article 7, for phase 2, for the establishment of the date by which all digital multiplexes must evolve to the newtechnological standards, establishes a series of indicators to be used, and defines the values to be achieved inthese indicators to set that date. It is established that once phase 2 is executed, all digital multiplexes of DTT,regardless of their coverage scope, will broadcast using DVB-T2 transmission technology, and capacity will bereserved to enable all integrated television channels to evolve to ultra-high-definition broadcasts.
Article 8 sets out the characteristics that receivers of digital terrestrial television must have, specifying that theymust have open, compatible interfaces that allow interoperability.
Article 9 sets out the technical specifications for digital terrestrial television broadcasts in high definition.
Article 10 lays down the technical specifications for ultra-high-definition digital terrestrial television broadcasts.
The first additional provision sets out the definitions for the purposes of this Royal Decree and the approvedNational Technical Plan for Digital Terrestrial Television, as defined in Annex III.
The second additional provision authorises the State Secretariat for Telecommunications and DigitalInfrastructure to resolve technical adjustments or adaptations, including the change of radio channels, resultingfrom international coordination, for reasons of achieving greater efficiency in the use of the radio spectrum or to resolve radio compatibility problems, in particular those that may occur during the commissioning of broadcaststations.
The third additional provision concerns maintaining the Register for Digital Terrestrial Television ServiceInformation Parameters and provides for its management, assignment and allocation.
The fourth additional provision regulates the information to be provided to the users of digital terrestrialtelevision services in ultra high definition.
The fifth additional provision concerns experimental technical broadcasts of DTT.
