Supplementary instruments relating to prevention and safety in the event of fire, which facilitate regulatoryapplication for all actors involved in the building in the interests of safety.

Draft Order approving the supplementary technical instructions (ITCs) to the Basic Safety Document (DB SI)of the Technical Building Code (CTE).

The additional technical instructions that are the subject of the draft legislation submitted for communicationare based on and implement the specifications contained in the Basic Safety Document in the event of fire ofthe Technical Building Code, as approved by Royal Decree 314/2006, of 17 March 2006.

The Technical Building Code has been the main set of regulations governing the construction of buildings inSpain since 2006. These regulations transpose the Energy Performance in Buildings Directive, and the EnergyEfficiency Directive of the European Union.
The technical regulations contained in the CTE are complex and sometimes lead to different interpretations onthe same aspect. The experience gained by the Directorate-General for Fire Prevention, Firefighting andRescue (DGPEIS) of the Department of the Interior of the Government of Catalonia, both in the field of fireprevention activities carried out almost 40 years ago and in the area of assisted accidents, and what has beenlearned from this, enables it to develop the aforementioned regulation in a way that clearly benefits the safetyof people, property and the environment.
The draft Order has as its content the approval of the new Supplementary Technical Instructions (ITCs) thatdevelop the Basic Safety Document (DB SI) of the CTE and to set aside the Supplementary TechnicalInstructions SP 111 and SP of SP 124 of the previous Order INT/323/2012 of 11 October 2012, issued by theDepartment of the Interior for the same purpose as this project, because their content is not in line with thechanges made to the legislation in force and need to be updated through the approval of new instructions.
In particular, the draft Order aims to approve the following ITCs:
SP-132 Safety conditions in the event of fire in underground parking areas
SP-141 Fire-water supply in isolated activities
SP-144 Safety conditions in the event of fire in occasional activities
SP-111 Fire-safety conditions in residential and day centres for dependent and elderly people.
SP-124 Fire-safety conditions in residential centres for minors under guardianship
