Amendment of EPB and EPC standards (buildings)

Ministerial Decree amending various provisions of the Ministerial Decree of 28 December 2018 laying downgeneral provisions on energy performance regulations, energy performance certificates and certification ofcontractors and installers

The Ministerial Decree of 28 December 2018 laying down general provisions on energy performanceregulations, energy performance certificates and the certification of contractors and installers (hereinafter: theMD of 28 December 2018), is a coordination Decree in relation to EPB, EPC and the certification of installers.This Decree was published in the Belgian Official Gazette on 29 January 2019.

This amending act introduces a number of amendments to EPC residential in the MD of 28 December 2018. Anumber of aspects relating to the definition of the limits in the residential inspection protocol have beenadapted. In addition, 3 hours of continuous training with mandatory content are laid down for energy experts.
In addition, for EPC non-residential, a number of adaptations to the inspection and measurement protocol aremade on.
For EPB reporters, the permanent training, which in 2025 will consist of 6 hours of content to be freelyinterpreted, is also laid down. Following the new installation requirements for new construction and majorrenovations, a number of amendments were made to EPB Annexes V and VI.
The Ministerial Decree also provides for an exception to the renovation obligation for temporary movablestructures. For this reason, the wording of the Ministerial Decree is also extended to cover the renovationobligation.
