Fibre optic network infrastructure implemented in accordance with the Community framework on State aid

Technical regulation on ‘technical standards for fibre optic cables to be observed by the successful tenderersfor the deployment of the network infrastructure’

The technical regulation, in accordance with Law No 10 of 1 February 2023, identifies the technicalstandards for the deployment of fibre optic network infrastructure by successful tenderers for the deployment ofState aid-funded broadband networks so as to ensure adequate quality levels and high connectivityperformance. The technical regulation will be used in the preparation of tender notices published after the dateof entry into force of that law.

The technical regulation is annexed to a draft Agcom resolution which will be adopted, if there are nocompelling reasons, at the end of this notification procedure.
The technical regulation, after recalling the regulatory and legislative framework of State aid for broadbandnetworks, sets out the international and national standardisation bodies (ITU, IEC, CEI), as well as the mainstandards for fibre optics and the defined fibre optic cables.
Subsequently, the technical regulation defines the parts of fibre optic networks which, according to theCommunication from the European Commission on the ‘Guidelines on State aid for broadband networks’, maybe subject to State aid.
Finally, for each part of networks defined above, the technical regulation indicates the standards (ITU-Trecommendations and IEC standards) to be used by the successful tenderers for the deployment of fibre opticnetwork infrastructure
